Project Governance Members of Rwanda Visits LADP Kirehe and Ngoma

Rwanda RPCL Governance members visited Rusumo construction sites and the Local Area Development Program (LADP) in Kirehe and Ngoma Districts from April 21-22, 2021. The Rwanda governance delegation was headed by Mr. Gerald Mugabe, a member of RPCL Board of Directors (BoD) and included members of Rwanda Project Steering Committee (PSC), Eng. Theoneste Higaniro and Eng. Tom Rwahama.

The Local Area Development Plan (LADP) is a benefit-sharing program designed to enhance regional economic and social development in Rusumo area as during construction of the 80MW Power Plant. LADP is expected to improve community livelihoods and promote socially sustainable outcomes of the riparian citizens of the affected districts.

LADP is funded under the framework of the Regional Rusumo Falls Hydroelectric Project and implemented by NELSAP-PIU for Rusumo Power Company Limited. In Rwanda, Kirehe District rehabilitated the 30 km of feeder road in Kigarama and Musaza (Cyagasenyi-Gasarabwayi-Nganda Road) and constructed Kigina Health Center. Ngoma District constructed 28,7 km of mixed water pipeline supplying 10,500 populations of Gatonde-Gahima cells and 33km of Gituku-Murama water supply system and 9,54km of Kigabiro-Rurenge-Gatore feeder road awarded.

Before LADP visit, RPCL Governance paid a courtesy call to Kirehe Mayor’s Office; they discussed Rusumo Project’s implementation status, sustainability of LADP projects already completed. More importantly, discussions also tackled possible projects for LADP Phase II. Kirehe District would like to upgrade Mahama water treatment plant in order to extend its water supply coverage area up to Rusumo Border area for about 86.315 km of pipelines.

This Project is anticipated to serve three sectors namely Mahama, Nyamugali and Kigarama which is about 67 villages targeting approximately a population of 43,858 persons in 9,923 households which is expected to reach 66,664 people in 14,988 houses and 48 public institutions in 2040 with a projection period of 20 years. Preparation of the Project has started and including technical study, environmental and social safeguards studies and Resettlement Action Plan. Kirehe district has started engagement initiatives on surrounding communities especially with Persons Affected by the Project.

After the courtesy call to the Mayor’s office, the Governance delegation visited Kigina Health Center and Rusumo construction sites including the dam, power intake, powerhouse and the switchyard. On April 22, 2021, the delegation met with Ngoma Executive Secretary. They discussed on maintenance of the water pipeline constructed in Gatonde-Gahima cells and the Gituku-Murama water supply system and 9,54km of Kigabiro-Rurenge-Gatore feeder road.

RPCL Governance appreciated the overall progress of the construction works progress and services of LADP Ngoma and Kirehe projects to communities which is adding value to their quality of life.
