On July 7, 2023, the downstream filling process commenced with the pumping of water from the Akagera River to the Tailrace. On June 13, 2023, the downstream filling of the Tailrace channel was initiated by creating an opening in the downstream cofferdam, specifically on the left side. This opening allowed the river water to flow into the Tailrace channel. The downstream filling operation progressed smoothly, reaching the elevation of EL. 1292.50 at 5:00 PM on the same day. On July 18, 2023, the downstream cofferdam was completely removed and rip rap have been placed on the right side of the tailrace.

Upstream water filling began on July 7, 2023, by raising the 3rd stop log at the Power Intake to create a small opening to allow the river's water to pass through and continue to the tunnel up to the Inlet Chamber. The Spillway gates remained open and are still open until the full operation of the 3 units starts.
The Downstream and Upstream Water filling is a paramount requirement for the Wet Test commissioning of the Units and the much anticipated first run of all Units. This is a great milestone for the project as we advance towards electricity generation and synchronization to the grids of the 3 Utilities, namely TANESCO, REGIDESO, and REG.
